Okay so the Land of Spirits is like the land of the dead. It's got this staircase made of light leading up to it. Anyone – I repeat, ANYONE – can climb up this staircase; but once you go up, you can't get down again unless you went up while fully alive and you restore peace of mind to another dead person.
Let me explain more clearly.
When someone dies they become a ghost – a gray, colorless, semitransparent ghost. They have the choice of staying in the Land of the Living forever, where they live like that, as a ghost. Or they can proceed up the staircase into the Land of Spirits, but once they go, there's no coming back down. They are reunited with their deceased loved ones or hated ones or whoever.
If someone is alive, and they want to see a dead person so badly that they climb up the staircase themselves, they can. But they cannot go back down unless they restore peace of mind to someone else up there. For example, if someone who died is longing to know how a particular story ended, or wants to hear about how a certain person or community in the land of the living is doing, and the person is able to tell them, then the staircase opens up again for them to go back. Anything that eases a dead person's worry really. It's up to the dead person's roleplayer to decide if whatever your character did counts as restoring peace of mind.
So, in a nutshell:
DEAD:
1. Can stay in the living world as a ghost.
2. Can go to the spirit world (where they resume their original form). Once in the spirit world, there's no going back.
LIVING, and voluntarily stepped into spirit world:
1. Can restore peace of mind for someone and go back down;
2. Otherwise, stuck up there for good.
It should also be noted that
1. What repels people from going up to the spirit world includes, and mostly is, but is not limited to, the prospect of never talking to the living again.
2. What attracts people to the spirit world includes, and mostly is, but is not limited to, the sheer beauty of the staircase and the world above, and the prospect of seeing their long lost friends and family.
